The first Festival was initiated by His Holiness the Dalai Lama in 1999 to mark the millennium with a message of peace, cultural understanding, and spirituality: the goal was to present the Festival on four continents. Building on the success of the “Americas” Festival, the LA organizing partners - UCLA Center for Intercultural Performance, Foundation for World Arts and EarthWays Foundation - committed to the creation of a new Festival in 2002 and every three years thereafter. In 1999, 2002 & 2005 this community oriented, citywide Festival had a combined estimated attendance of 120,000 people and featured 4,000 artists in 185 venues all across Los Angeles.
